League City sits in Galveston County, and every part of that county is inside the state’s designated catastrophe area for windstorm. That changes what is required when a garage door is replaced, and it is the part most homeowners here find out about afterwards. Here is where the line falls between a repair and an alteration, and what it means for your windstorm coverage.

Replacing springs, cables, rollers, drums, hinges or an opener is repair work. It restores the door you already have and does not change its windstorm status. The Texas Department of Insurance keeps a list of ordinary repairs that fall outside the certification requirement.
Installing a new door is an alteration, and TDI lists installing new doors among the work that requires certification. Inside the designated catastrophe area that means a WPI-8 or WPI-8-E if the structure is to stay eligible for Texas Windstorm Insurance Association coverage. We fit new doors and the certification is handled through our engineer.
The designated catastrophe area covers the fourteen first-tier coastal counties, Galveston among them, plus the part of Harris County east of Highway 146. Galveston County is included in full, so League City is inside it end to end — from the older streets near Clear Creek to the newest sections out west. League City’s building department also requires plans to reference the ultimate design wind speed alongside TDI requirements, and the city enforces the 2021 International Codes. Two identical doors, one here and one a county inland, are not held to the same standard.
Of every opening in a house, the garage door is the largest and the least rigid. Wind engineers treat it as the one most likely to fail first, and what happens after it fails is the reason it matters.
A double garage door can be sixteen feet across with nothing in the middle holding it up. Every other opening in the house is smaller, framed tighter and better supported. Wind finds the weakest one.
Once the door is gone the house stops being a sealed box. Wind pushes in, pressurises the inside, and lifts the roof from underneath at the same moment it is being pulled from above. Roof loss following garage door loss is a well documented sequence in coastal storms.
The panels, track, brackets and fasteners are approved together as an assembly. Fitting a rated door onto old track, or substituting hardware for whatever fits, is how a rated door quietly stops being rated.
Hardware near Clear Lake and Galveston Bay corrodes on surfaces nobody inspects. A bracket or fastener that has lost section will let go at a load it used to carry without trouble. That is the failure that catches people out.
A door the springs no longer balance strains its own hardware before any wind arrives. Balance is the cheapest thing on this page to put right and the most commonly ignored.

On a new door the windstorm certification is handled for you — we work with an engineer who takes care of it as part of the job, rather than leaving the paperwork with you. The certificate itself is issued by the Texas Department of Insurance through its Windstorm Inspection Program, so no contractor hands one over directly. Anyone who tells you they can hand you a certificate themselves is worth a second question.
